Refinement of Greenhouse Gas Emission Statistics and Work Effectiveness Analysis of Waste Sector

The project compiled and updated the 2018 Taiwan National Greenhouse Gas Inventory of Waste Sector according to the 2006 Intergovernmental Panel on Climate Change Guidelines for National Greenhouse Gas Inventories (IPCC 2006 Guidelines). The total emission of Waste Sector in 2018 was 2,752.4 kt-CO2 eq., with the largest contributor of domestic and industrial wastewater treatment accounting for 66.1%, as well as CH4 Greenhouse gas emission accounting for 80.33%. The main results were summarized as followed: 1. Analyzed the National Inventory Report (NIR) of 6 key countries, to compare the differences of statistical methods and calculation results. Furthermore, review the wastewater management strategies and parameter establishment measures of European Union, United States and Japan, as a reference of developing the waste sector policies in Taiwan. 2. Visited 4 domestic wastewater treatment plants (WWTPs) with the biogas recovery potential, to understand the biogas treatment status and analyze the economic benefit of biogas recovery. 3. Measured the GHGs emissions of 3 paper industries, so as to establish local emission factor (EF). The percentage of COD removal was over 80% in paper-pulp industries from past measurements, the weighted average emission factor from samplings of each paper factories was 2.29×10-4 kg CH4/kg COD and 6.69×10-6 kg N2O/kg-N. In addition, the initially established emission factor of the 2 food manufacturing industries was 5.06×10-4 kg CH4/kg COD and 6.69×10-6 kg N2O/kg-N. 4. Collected the international reduction methodologies of wastewater treatment, including ACM0014, AMS-III.H and AMS-III.I. AMS-III.H was priority used as the basis of localization methodology establishment. 5.Refinement of the wastewater anaerobic treatment procedures and included into the 2020 national inventory report. The refinement emission was 2,752.4 kt-CO2 eq. in waste sector, with 66.1% from industrial wastewater. 6. The greenhouse gas emissions uncertainty of waste sector in 2018 was ±20.5% by Gaussian method, and -16.5~+18.2% by Monte Carlo method. Overall, the uncertainty range of Monte Carlo method was less than Gaussian method. 7. Organized 3 expert meetings to discuss about the waste sector emission refinement of 2020 NIR, the strategy for the second phase action plan, and the EF results of paper industries. 8. Assisted Environmental Protection Agency (EPA) in submitting the emission results to the National Greenhouse Gas Inventory platform, summarize annual results of Environment-related Action Plan, and conduct the relevant affairs.
